A Transformative Training Program for Law Enforcement Leaders
This training will serve to reinforce and remind law enforcement executive leaders of the critical role that civilian police agencies have historically played, and continue to play, in preserving democracy. By addressing evolving challenges, fostering accountability, and upholding the rule of law, agency leaders will understand how they remain at the forefront of protecting democratic principles and ensuring the safety and rights of the communities they serve. Reinforcing the concept of “Never Again,” participants will also be able to experience the very moving March of the Living in Poland commemorating the millions of victims of the Holocaust.



A Groundbreaking Collaboration
Rutgers University’s Miller Center on Policing and Community Resiliency (Miller Center), the University of Virginia’s Center for Public Safety and Justice (CPSJ), and the Global Consortium for Law Enforcement Training Executives (GCLETE), in cooperation with the International March of the Living (MOTL) are proud to announce a moving and transformative training entitled “Operationalizing Never Again: The Role of Law Enforcement in the Holocaust and Contemporary Genocide.” This self-reflective professional development leadership course will explore the role that law enforcement played in both the holocaust and genocide that also took place during the Balkan War and the civil war in Rwanda.
Choice of Two Program Tracks
- Certificate of Completion (Issued jointly by Rutgers and UVA) [Non-Credit].
- Certificate of Completion (Issued jointly by Rutgers and UVA) and Three Hours of Graduate Credit (Issued by the UVA).

Participants begin with pre-trip virtual seminars that delve into historical case studies, examining law enforcement’s complicity during the Holocaust, with a focus on units such as Reserve Battalion 101. These sessions emphasize ethical decision-making and active bystandership, equipping officers with the tools to uphold justice in today’s complex societal landscape.
The on-site experience in Krakow, Poland is both educational and deeply moving. Law enforcement officials from across the United States, Europe, and Canada join the March of the Living from Auschwitz to Birkenau. This participation serves as a powerful reminder of the consequences of unchecked hatred and the vital role of police in safeguarding human rights.
The associated training programs (credit & non-credit) begin on March 1, 2025. The March of the Living event in Poland starts on April 23rd and goes through April 25th, 2025.

Operationalizing Never Again stands as a testament to the commitment of law enforcement agencies to learn from history and to embody the principles of justice, ethical leadership, and human rights. Through this program, participants are not only educated about the past but are also empowered to apply these critical lessons to their roles in contemporary society, ensuring that the atrocities of history are never repeated.
